about us

Founded and History

CHILD’s core belief is that early education and holistic learning opportunities help children born into underprivileged backgrounds realise their full potential. The organisation emphasises nurturing self-confidence, self-esteem, compassion, and community-minded values in children, especially during the formative ages of about 5–15 years.

Our Mission

To build an educated, highly motivated and confident community of children.

To build a strong and vibrant child community that will break away from the vicious criminal and poverty stricken that envelops their parent and peers.

Established in December 1984 by a group of committed professionals and volunteers, CHILD was incorporated under the Malaysian Companies Act as a voluntary organisation. It operates entirely on public support and member subscriptions, with its core team offering services without remuneration.

CHILD Philosophy
"The Child is the Father of the Man"

Comprehensive Integrated Tamil School Programme (CITS) to support Tamil school children academically.

CITS (Comprehensive Integrated Tamil School Programme), 1996 – 2020: focused on improving the academic performance of Tamil school children, particularly the UPSR students. Over 15,000 students benefited overall from this program. CITS introduced structured teaching methods, activity-based learning, and updated curriculum support, which helped raise literacy and numeracy levels among Tamil school children. In short, CITS gave Tamil school children a more balanced, competitive, and future-ready education without losing their cultural and linguistic identity. Policy & Integration – By the late 2020s, government and school-based remedial education initiatives began addressing some of these needs and in 2021 UPSR was abolished, reducing external programme dependence and created lack of interest among schools.

Programmes & Activities

The five core programs below are designed to meet CHILD’s goals and objectives:

Preschool education and foundational learning for early school readiness.

Preschool (Early Childhood Learning), Since 1984: Over 30,000 children have gained confidence to transition more smoothly into formal schooling by their enrolment in preschools and exposure to multilingual skills.   Better Academic Foundation – Children gained early literacy, numeracy, and problem-solving skills that prepared them to perform better in primary school.

Reading and Writing (RAW) programmes to improve literacy.

RAW (Reading and Writing Programme), 2006 till 2018: The RAW programme was launched to strengthen literacy skills among Tamil school children, especially those struggling with reading and writing. Between 2006 and 2018, more than 20,000 students benefitted with the ability to read and write confidently, opening doors to better education. The Programme Stopped in 2018 due to Funding & Resource Constraints and Shift in Focus to prioritize the Preschool and Early Childhood Learning programmes.

Special Learners’ Programme (SLP) tailored to children with additional learning needs.

SLP (Project Inspire- Special Learners Programme), 2008 to 2018: SLP empowered over 6,000 slow learners to develop confidence, essential skills, and a fair chance to progress within Malaysia’s primary Tamil school system. Though discontinued, its impact continues through the thousands of children who overcame early learning challenges. Capacity Shift – CHILD NGO had to refocus resources on its core preschool and early learning initiatives, which reached larger numbers of children at the foundational stage.

Youth development and post-primary support initiatives.

CARE (Post Primary Programme) 2005 to 2014: A five-year holistic mentoring programme for Forms 1 – 5 students that uplifted their academic, social, linguistic and interactive skills. Over 65,000 students benefited from the program, which was successfully run in two centres (Melaka and Selangor). CARE gave secondary school children the academic and emotional support to stay in school and succeed, but it was discontinued in 2014 due to sustainability challenges and strategic refocusing.

Impact

CHILD’s programmes aim to improve educational opportunities for disadvantaged children and youths and strengthen community involvement in child learning and development. Its efforts have reached thousands of children across Kuala Lumpur and many Malaysian states, contributing both measurable educational outcomes and broader changes in attitudes among students, parents and communities.
